Introduction

The Board of Higher Education's Fiscal office works with the Massachusetts public institutions of higher education on fiscal and capital planning at the campuses. It also develops and advocates for an annual, systemwide budget and provides consultative and data services to institutional staff, the legislative and executive branches, and the general public.

Specific duties include:

  • developing a unified budget recommendation based on the college budget formula;
  • collecting, reviewing, and analyzing financial data to facilitate planning and develop policy;
  • providing advice, financial analysis, and advocacy on policy issues related to higher education finance and budget; and
  • leading in the preparation of the facilities master plan and the five-year Rolling Capital Plan and participating in their implementation.
