FUNDING HIGHER EDUCATION

The Board of Higher Education's Fiscal office works with legislators and legislative staff to advocate for financial support for the public colleges and University of Massachusetts, student financial aid, and centrally administered higher education initiatives and programs.

A budget formula is used to develop the annual budget request for the state and community colleges, which is presented to the Board of Higher Education at its December meeting each year. The Board reviews and approves the annual General Appropriation Act budget request (.PDF) for the institutions and centrally administered Board of Higher Education accounts.

During the course of the year, the Fiscal office tracks the funding through the legislative process, starting with the Governor’s budget (House 1) and progressing through House Ways and Means, Senate Ways and Means, and the Conference Committee.
