In 2007, Massachusetts joined Achieving the Dream, a national reform network of community colleges and state policy teams focused on closing achievement gaps and accelerating success among diverse student populations. The Board of Higher Education partnered with Bunker Hill Community College, Northern Essex Community College, Roxbury Community College and Springfield Technical Community College to identify and promote policies that support colleges' efforts to improve student outcomes.

Complete College America is a national nonprofit organization that works with states to significantly increase the number of Americans with quality career certificates or college degrees and close attainment gaps for traditionally underrepresented populations.
Massachusetts joined the Complete College America Alliance of States in 2010, signifying its intent to increase college completion rates by setting degree goals and developing and implementing aggressive state and campus-level action plans to meet those goals.
In 2013, Massachusetts won a grant from Complete College America to increase the number of college students who complete degree and certificate programs in Science, Technology, Engineering and Math (STEM). This grant allows 8 Massachusetts public campuses to design academic innovations through CCA’s Guided Pathways to Success (GPS) in STEM Careers Initiative.
